Cabinet Renews Social Assistance Programme and Widens Disability Pension Eligibility

The Union Cabinet approved a five-year renewal of the National Social Assistance Programme on October 14, combining continued support for vulnerable households with wider disability-pension eligibility. The approved outlay is ₹53,428 crore for 2026–27 to 2030–31. The government says the decision will benefit 3.20 crore people across all 36 states and Union territories.

The programme will be renamed Pradhan Mantri Samajik Sahayata Yojana. Under its disability component, the qualifying benchmark will fall from 80% disability to 40%, and eligibility will begin from birth. The approved assistance is ₹375 for people aged 0–79 and ₹625 for those aged 80 or above. Guidelines covering the revised eligibility, beneficiary numbers and assistance are to be issued and implemented within three months. Cabinet announcement.

Changes differ across pension categories

Moneycontrol’s report of the Cabinet briefing identifies the new disability amounts as monthly assistance. It also reports that old-age pensions, widow pensions and the family-benefit scheme will continue in their existing form. The announcement therefore does not amount to an identical increase for every category of beneficiary.

The associated names will change too: the old-age, widow and disability components become Pradhan Mantri Vridhavastha Pension Yojana, Pradhan Mantri Vidhawa Pension Yojana and Pradhan Mantri Divyangjan Pension Yojana. The family-benefit component becomes Pradhan Mantri Parivar Labh Yojana. These names will help readers recognise the programmes as updated administrative documents appear. Central assistance and state support

Social assistance is a different part of India’s pension system from employment-linked or contributory retirement savings. A government background note explains that non-contributory social pensions use tax-funded transfers to provide basic support. NSAP operates in rural and urban areas, while states and Union territories can supplement central assistance.

States also run independent or supplementary social-pension programmes, allowing benefits and coverage to reflect local policies and resources. For that reason, the central amount in a national announcement should not automatically be read as the total payment every household will receive. Government overview of India’s pension system.

Implementation is the next step

The practical importance of the decision lies in who can enter the disability-pension system and when the revised arrangements reach beneficiaries. A lower disability threshold and removal of the minimum age expand the potential eligible group, but the promised guidelines still matter for administration.

Applicants and existing beneficiaries should distinguish the Cabinet’s approval from confirmation of an individual payment. The three-month implementation commitment provides a point against which progress can be checked; the announcement alone does not establish that revised payments have already reached every eligible person.
