Ukraine Seeks Early-November Talks as Russia Signals Conditional Readiness
Ukraine’s President Volodymyr Zelensky said he hoped negotiations involving Ukraine, Russia and the United States could resume soon, preferably by early November. His remarks followed contacts between US envoy Steve Witkoff and Russian President Vladimir Putin. The reported willingness to meet did not amount to an agreed peace settlement or a confirmed negotiating timetable.
Speaking to journalists on October 21 after returning from Norway, Zelensky said he supported a US proposal for talks at negotiator level. Reuters reported that he had received feedback from the American side following Witkoff’s meeting with Putin in St Petersburg. He also expressed support for a ceasefire, an end to the war, an energy ceasefire and humanitarian initiatives.
Those objectives cover different kinds of possible agreement. Negotiations can discuss an overall settlement while also considering narrower steps. However, stating support for an initiative does not establish that the other parties have accepted its terms or that an arrangement has taken effect. The reports did not announce a new operational ceasefire.
On the Russian side, Kremlin aide Yuri Ushakov said Putin was willing in principle to resume talks the following month. Reuters reported that there had been no such negotiations since February. Ushakov described postwar security arrangements for Russia and Ukraine as an important subject for the proposed discussions.
The envoy’s diplomatic contacts had also included discussions in Oslo involving Zelensky, Norway’s prime minister and Finland’s president. The Putin–Witkoff meeting reportedly lasted around three hours. The Kremlin account nevertheless indicated continuing differences over approaches put forward by Kyiv and European governments, rather than agreement on a common settlement text.
The key distinction is between readiness to participate and agreement on substance. A meeting needs participants, a date and an agenda; a durable settlement also needs mutually accepted commitments. The available accounts supplied indications of interest in restarting the process, but no settled venue, precise date or jointly announced final terms.
For people following the diplomacy, the next meaningful development would be confirmation from the participating governments of an actual meeting and its scope. Until then, early November remains a preferred or proposed window in the reported statements. Claims that peace has been secured would go beyond what these sources establish.
