Kim Jong Un’s 2023 Russia Visit: Gifts and Sanctions Questions
North Korean leader Kim Jong Un concluded a visit to Russia’s Far East in September 2023 after meeting President Vladimir Putin and touring military and aerospace facilities. The visit attracted international attention because both countries were under extensive sanctions and were expanding political and defence contacts.
Gifts reported during the visit
Russian officials and state media said Kim received several ceremonial gifts. These included a Russian-made rifle, a glove associated with a spacesuit, body armour and a traditional fur hat. The governor of Russia’s Primorsky region was also reported to have presented Kim with five one-way attack drones and a reconnaissance drone.
The gifts were symbolically important because North Korea maintains museums displaying items presented to its leaders by foreign governments and public figures. More significantly, the reported transfer of military equipment raised questions about compliance with United Nations Security Council sanctions.
Why sanctions were discussed
UN restrictions adopted in response to North Korea’s nuclear and ballistic-missile programmes limit transfers of arms and related material to and from the country. Whether every reported item fell within a prohibited category would depend on its precise classification and the circumstances of transfer, but military drones were the clearest source of concern.
The visit also included inspections of Russian aircraft and naval facilities. At the time, the United States and its allies warned that Russia and North Korea might deepen military cooperation. Moscow and Pyongyang publicly emphasised friendship and bilateral cooperation.
